There is a poster in almost every CBSE school corridor these days. A child painting the water cycle. A group of students building a model of the solar system out of clay. A dance performance about the freedom struggle. It looks like exactly what the National Education Policy imagined: joyful, hands-on, cross-curricular learning.
Then you walk into the classroom during the second period on a Wednesday, and you find the same water cycle being copied off the board into a notebook, to be memorised for a test on Friday.
That gap between the mandate on the circular and the reality in the room is the single most honest conversation Indian school leaders need to have right now. Not because schools are failing, but because the mandate is genuinely good, and the reasons it stalls are entirely fixable. This piece walks through what CBSE actually requires, why the requirement so often thins out by the time it reaches a real classroom, and what the schools that get it right are doing differently.
What CBSE Actually Mandates
This is not a suggestion or a best practice. It is policy, and it has been building for years. CBSE first introduced Art-Integrated Learning as a formal pedagogical tool, positioning art not as a standalone subject but as a medium to teach science, mathematics, languages and social science. It then made Art-Integrated Project work compulsory for Classes I to X, folding it into Subject Enrichment activities under Internal Assessment. The policy has moved through clear stages:

The important thing to understand is that these are not four separate initiatives. They are one continuous argument the board has been making for years: that the way Indian classrooms have traditionally taught, one-way delivery of content to be reproduced in an exam, is no longer fit for purpose.
The logic connecting these dots is the part schools most often miss. CBSE's own position is that Competency-Based Education cannot be delivered through rote pedagogy. It can only be implemented through experiential approaches like art and sport integration, because those are what actually produce reflection, critical thinking, creativity and the other 21st-century skills the board is now trying to assess. Art integration is not a decorative add-on to the academic mission. In CBSE's framing, it is the delivery mechanism for the academic mission.
It also does not stand alone. Art-Integrated Learning sits inside a family of experiential mandates that share the same DNA:

What Actually Happens in the Classroom
If the mandate is this clear, why is implementation so uneven? Five realities keep showing up across schools.

It gets reduced to craft. The most common failure mode is treating art integration as "make a chart" or "draw a diagram." A student decorating the border of a page about photosynthesis has not learned photosynthesis through art. Integration means the artistic activity is the vehicle for the concept: staging a role-play of how a bill becomes law, choreographing the phases of mitosis, composing a song to internalise multiplication tables. Craft as garnish is the opposite of what the policy asks for.
Teachers were trained to deliver content, not design experiences. Most teachers currently in service learned their craft in a syllabus-completion culture. Asking them to suddenly design cross-curricular, art-integrated experiences, without deep and ongoing training, is asking for improvisation. Some do it brilliantly. Many, understandably, fall back on what they know, and a well-meaning mandate quietly becomes another file to maintain.
The syllabus clock never stops. A teacher with a board portion to finish, a unit test schedule to keep, and 45 minutes per period will always feel the pull toward the fastest route to "coverage." Experiential learning takes longer up front. When time is the scarcest resource in a school, the richest pedagogy is the first thing squeezed out.
Assessment quietly pulls everyone back to rote. This is the deepest tension. Students, parents and teachers all orient toward the exam. If the high-stakes assessment still rewards reproduction of facts, then every joyful, experiential activity is silently understood by everyone as "the fun part before the real studying." Pedagogy follows assessment, not circulars. You can mandate the activity, but you cannot mandate that anyone takes it seriously if the test that matters ignores it.
There is little visibility or accountability. A project gets done, a photo gets clicked, a file gets stored for the inspection. But whether the activity actually moved a specific learning outcome for a specific child is almost never tracked. Without that evidence, art integration stays performative: something the school can show it did, not something it can prove worked.
Closing the Gap Is an Operational Problem, Not an Inspirational One
Notice that none of those five reasons is "teachers don't care" or "the policy is wrong." Every one of them is structural: training, time, assessment design, and visibility. That is actually good news, because structural problems respond to systems. You do not fix a time problem with a motivational speech, and you do not fix a visibility problem by asking teachers to care more.
The schools that make experiential learning real, rather than ceremonial, tend to do four things.
They treat lesson planning as the intervention point. Art and experiential integration cannot be an afterthought bolted onto a finished lesson. It has to be designed into the plan, mapped against the specific competency or learning outcome it serves. When integration lives inside the lesson plan and is tied to a syllabus topic, it stops being optional and starts being how the topic is taught in the first place.
They align assessment with the pedagogy they claim to value. If you want students to learn through application, you have to assess application, through project work, competency-based questions, and evaluation that rewards understanding over reproduction. When the exam changes, classroom behaviour changes with it, faster than any circular can force. This is the lever most schools underuse: they reform the pedagogy but leave the assessment untouched, and the old assessment quietly wins.
They give teachers structure, not just exhortation. "Do more art integration" is a slogan. A ready framework of topic-linked project templates, defined learning outcomes, and rubrics that make grading a creative project as objective as grading an MCQ is a system a busy teacher can actually run on a Wednesday afternoon. Structure is what turns a policy into a practice.
They make the invisible visible. They track whether a child has actually mastered a concept, not just whether the project was submitted. Concept-level data is what separates real learning from decoration, and it is what turns an inspector's file into an instrument of teaching. Once a coordinator can see that a class scored well on recall but poorly on application of the same topic, art integration stops being a nice idea and becomes the obvious fix.
Where a School Operating System Fits
This is precisely the layer where technology earns its place, not by adding more work, but by making the good pedagogy operationally cheap. Mapped against the five realities above, the bottlenecks are addressable:

The Bottom Line
The mandate was never the hard part. CBSE has been clear and consistent for the better part of a decade. The hard part has always been the daily operational reality: a real teacher, with a real syllabus deadline, thirty-five real children, and no easy way to plan, assess, and prove experiential learning at scale.
Close that operational gap, and the poster in the corridor stops being aspirational. It just becomes a photograph of a normal Wednesday.
